ANÁLISE DOS FLUXOS DOS PROCESSOS DE PESQUISA & DESENVOLVIMENTO DA LEI DE INFORMÁTICA COM RECURSOS EXTRAORÇAMENTÁRIOS NA UNIVERSIDADE FEDERAL DO AMAZONAS

A Revista Acadêmica Online, com prazer, introduz o estudo intitulado “ANÁLISE DOS FLUXOS DOS PROCESSOS DE PESQUISA & DESENVOLVIMENTO DA LEI DE INFORMÁTICA COM RECURSOS EXTRAORÇAMENTÁRIOS NA UNIVERSIDADE FEDERAL DO AMAZONAS" de lavratura dos pesquisadores: Edson Nogueira da Silva, Dalton Chaves Vilela Juníor.

As universidades têm sido um local de ciência e difusão de conhecimento. Contudo, nos últimos anos diversos cortes orçamentários têm ocorrido, minando esse papel e fazendo com que as mesmas venham repensar a forma de obter recursos externos. Diante disso, o trabalho objetivou analisar os fluxos dos processos de pesquisa & desenvolvimento da lei de informática com recursos extraorçamentários na Universidade Federal do Amazonas, mediante uma pesquisa qualitativa, levantamento bibliográfico na base de dados capes sobre os temas lei de informática, relação universidade empresa e modelo tripla hélice, documental  para os normativos que tratam de lei de informática no Amazonas e resoluções internas da UFAM sobre P & D, bem como entrevistas semiestruturadas com 6 servidores da UFAM participantes em processos de P & D da lei de informática e um membro de Núcleo de Inovação Tecnológica externo (UFCG) a fim de se realizar um benchmarking. As entrevistas categorizadas e utilizando a análise do conteúdo e o mapeamento dos processos, realizado por meio da ferramenta de fluxograma, aliado ao levantamento bibliográfico e documental apontou que os procedimentos são lentos, extensos e não espelham a realidade da norma proposta, propondo-se, portanto, um fluxo mais enxuto e alteração na resolução que trata de P & D. Conclui-se que a harmonização entre a normas internas vigente, a prática operacional e a implementação de ajustes normativos internos são essenciais para otimizar o ambiente de P & D na UFAM, permitindo uma colaboração mais efetiva entre a universidade e as empresas, alinhando-se às melhores práticas observadas em instituições  federais similares a necessidade de adaptações.

ABSTRACT

Universities have traditionally been hubs for science and knowledge dissemination. However, in recent years, budget cuts have undermined this role, prompting institutions to reconsider how they obtain external funding. In light of this, the study aimed to analyze the flows of research and development processes related to the Information Technology Law with extra-budgetary resources at the Federal University of Amazonas (UFAM). This was achieved through qualitative research, bibliographic exploration in the CAPES database on topics such as information technology law, university-industry relations, and the triple helix model, along with documentary analysis of regulations pertaining to information technology law in Amazonas and internal UFAM resolutions on research and development. Additionally, semistructured interviews were conducted with six UFAM staff members involved in information technology law research and development processes, as well as a member from an external Technological Innovation Center (UFCG) for benchmarking. The categorized interviews, along with content analysis and process mapping using flowchart tools, in conjunction with bibliographic and documentary exploration, revealed that the procedures are slow, extensive, and do not reflect the reality of the proposed norm. Therefore, a more streamlined process and changes to the resolution governing research and development are proposed. In conclusion, harmonizing existing internal regulations, operational practices, and the implementation of internal normative adjustments are essential to optimize the research and development environment at UFAM, fostering more effective collaboration between the university and industry, aligning with best practices observed in similar federal institutions, and addressing the need for adaptations.
